In accordance with the Law about products and services certification:
Certification is a procedure of assurance of conformity wherewith manufacturer-independent (seller, executor-independent) and consumer (customer)-independent organization gives a written guaranty that its production satisfies the established requirements.
There is a State Certification System in Russia - the all-Union Standard System. Both - obligatory and voluntary - certifications are carried out within this System. The Federal Agency on technical regulation and metrology of Russian Federation (RF) organizes works on GOST R certification. The former State Standard of Russia has also been included here.

1. Obligatory Certification in Russia (back)
In this section we are going to consider the production liable to obligatory certification in more detail. There are Lists of Production liable to obligatory certification in Russia:
Our goal is to help foreign manufacturers to get the certificate of conformity and all the other licensing documents and certifications in Russia. Therefore we are going to describe these issues in particular.
Russian manufacturers are easier to fix and orientate in technical regulation requirements valid in Russia; and they can solve all the certification problems there by themselves. But in case of any questions on certification in Europe - you are welcome to ask us.
Products belonging to mentioned Lists (and, correspondingly, necessity of their obligatory certification) is determined according to CUSTOMS CODES (for import products) and OKP CODES (for Russian products) correspondingly. In the Lists of Products there are also references to normative documents that have to be confirmed when certification procedure carrying out. Thus if your products (the code) is turned out to be included into one of these Lists, then it has to be certified.
Indicated List (the Letter GTK 01-06/107 of 25.01.2005) can be used by a foreign Applicant as a reference to determine whether its production belongs to the List according to CUSTOMS CODES. When crossing the Russian border it is necessary to have the certificate of conformity given in the GOST R System for the products included into the List. It is forbidden to cross the border without mentioned certificate - see the Letter of Federal Custom Service of Russian Federation of 05.10.2004 # 07-61/1249.
The products parameters conformity to requirements of normative documents stated by Russian legislative acts and/or normative documents requirements indicated in the "List of Products Liable to Obligatory Certification" is determined while obligatory certification carrying out. As a rule, those are safety requirements. At that sanitary-epidemiological certificate ("hygienic certificate") of the Ministry of Health has to be received for many products types. I.e. if the product is liable to hygienic examination (certification) then sanitary-epidemiological certificate ("hygienic certificate") has to be available for receiving the certificate of conformity GOST R. The number of hygienic certificate has to be obligatory entered into the certificate of conformity.
The certificate of conformity GOST R is a document certified that the products satisfy safety and quality requirements established for those kinds of products by standards and rules in force in Russia (GOST, GOST R, GOST R ISO, GOST R MEK, PB and others)
The certificate is given by accredited authorized body first of all on the basis of test reports, hygienic certificate, inspection certificates, and some other documents.
In the GOST R System certificates and their copies are given on letterheads. The GOST R certificates of conformity can be of two types (colors):
2. Voluntary Certification in Russia (back)
In principle, the process of voluntary certification is similar to the obligatory one. However, in the process of voluntary certification it has to be determined the conformity of the products parameters to normative documents requirements that indicated by an Applicant. As a rule, those are also safety requirements given in normative documents in force in Russia. In all other respects procedures of voluntary certification correspond to procedures of obligatory certification in the GOST R System.
Works on voluntary certification for products not included into the Lists of Production liable to obligatory certification, can be carried out by bodies accredited and authorized by State Standard according to rules and orders of the GOST R System.
It has to be mentioned that works on voluntary certification significantly raise competitive capacity of certified products; allow manufacturer to participate in tender contests more efficiently, to penetrate into the Russian market more actively.
If it can happen that voluntary certification does not justify itself or is not required and you are in need of the document about optional certification then you can draw up an abandoned letter.
3. Certification Bodies (back)
Certificates are given by certification bodies accredited in the System of State Standard or authorized by corresponding Ministries and offices (for other licensing documents - certificates: hygienic, fire, certificates of the Federal Agency on Construction and Housing&Communal Services of RF).
Certification bodies have to be independent institutions. In Russia a legal entity as the third (independent) party (manufacturer and consumer-free) can be recognized as certification body in accordance with established procedure.
Nowadays there are more than 350 certification bodies and more than 600 laboratories accredited in the State Standard System in Moscow. In general there are more than 1300 certification bodies in Russia. Every certification body has fixed sphere of accreditation (the list of products the body can give the certificate of conformity for). The information about certification bodies can be found on the official State Standard web-site. It is possible to find certification body worked in the GOST R System for certification of almost any products. However it is sometimes difficult to realize on practice because of abundance of bodies and lack information about their sphere of accreditation.

6. Submission and Consideration of Application (Application-Declaration) for Products Certification (back)
To start certification procedure in Russia, the manufacturer or authorized body (any institution of the CERT-CENTER group can be one of it) submits an application (application-declaration) for products certification into the Certification Body (CB).
The documents set for products and, if necessary, for quality management system is submitted together with the Application into the CB. Each CB determines the List of documents attached to the Application taking into account peculiarities of certified products. It should be noticed that in general the List is approximately complied with that one accepted in accordance with the European directives requirements. The approximate list (content) of submitted documents is given here. If you decide to carry out certification procedure through the CERT-CENTRE group, then we will send you the specified list appropriate to your products, selected certification model, and in accordance with the certain CB requirements.
The CB considers and analyses the submitted application and documentation. If necessary they apply for supplementary data. After that the CB makes a decision on the application and indicates the certification model (scheme) which is, as a rule, reconciled with the Applicant.

7. Products Certification Models (schemes) in the GOST R System (back)
16 certification schemes have been accepted by the products certification rules in Russia. The following ones are used the most often:
The CB makes a choice on the certification scheme on the basis of the documents submitted. For more detail you may acquaint with Certification Schemes and their use here.
To get the certificate of conformity first you have to prepare documents (the List is given here) and clarify yourself each CB to choose. Then you have also to clarify which of the given above certification schemes to choose as the price and due date depend on that.
8. Certification Tests (back)
In all the cases (except Schemes #9-9a, 10-10a) certifications tests of products samples are carried out by test laboratories accredited in the State Standard System in accordance with established procedure.
The CB takes product samples from the manufacturer or retailer, obtains respective documentation, and specifies the package of technical documentation. The CB determines the number of test samples and sampling rules.
Sampling is carried out in front of an Applicant representative and registered officially by the act of sampling. The act of samples identification proved the samples conformity to products applied for certification is also drawn up. As a rule, the delivery of selected samples into the test laboratory and back is carried out by the Applicant at its own expense. In case if products are of large dimension, or not transportable, or require mounting on-site, or require unique testing equipment, etc. then certification tests can be carried out on manufacturer site using its testing equipment and measurement instrumentation. Tests have to be conducted by specialists from accredited test laboratory.
Should the outcome is positive the test reports are given to the CB whereas the copies are given to an Applicant. This is the main document. The certificate is given on the basis of it. Should the outcome is negative the certification tests are terminated; both the CB and the Applicant are informed of the negative outcome. Repeated tests can be held only when the Applicant files a new application and presents persuasive evidences of undertaking of corrective measures to eliminate causes, which resulted in non-compliance.
9. Inspection Control over Certified Products (Quality System, Production) (back)
The Applicant is given the certificate of conformity when batch production certification for the period of validity in accordance with the selected certification scheme. The CB and the Applicant sign the licensing agreement for the right of the certificates use. Then the CB carries out inspection control over certified products (quality system, production).
Inspection control over the certified products manufacture is carried out on terms determined by the CB while working on certification procedure. These terms are specified in the checking program. As a rule, the inspection control is carried out once a year. Scheduling variances from these terms are possible upwards and downwards bias. Tests of samples taken from the manufacturer and the production state analysis are carried out when inspection control.
10. Abandoned Letter (back)
Abandoned Letter is an official document given by the CB where it is written that the product (name, CUSTOMS CODES) is not compulsory to be certified, or it belongs to the group of products where its conformity can be complied with the declaration of conformity. The Letter is written on the headed note-paper and authenticated with an official seal.
The Abandoned Letter is needed when, for example, it is not apparent which Custom Code the product can be classified on. And then it is not understandable whether the product needs to be certified.
This question can be emerged from controlling units, first of all in customs offices. Sometimes this question can be arisen from your clients who require the certificate of conformity (quality) for the products you offer them, for example, for sales.
Taking into account mentioned above, there are two types of abandoned letters: for customs and for trade. They differ with the address. The letter for trade is addressed to the Applicant (company director who asked for the letter). The letter for customs is addressed to the Head of the State Customs Committee (SCC).
